When Jessica Howiler steps into a family鈥檚 living room, she brings more than professional expertise. She brings a worldview shaped by years of studying and practicing Early Intervention across continents 鈥 and a deep commitment to the community where she first discovered her calling: Portage County, Ohio.
Currently working as a Developmental Specialist and Early Intervention Supervisor at the Portage County Board of Developmental Disabilities, Howiler鈥檚 professional path began at 天天吃瓜鈥檚 College of Education, Health and Human Services, where she completed her early childhood special education master鈥檚 degree with Early Intervention certification while completing her undergraduate studies.
鈥淚 was born and raised at a nursing home,鈥 she said. 鈥淢y mom did social work and recreation therapy there my whole life. I always knew I wanted to do something in education and work with people 鈥 and children 鈥 who needed extra support.鈥
At 天天吃瓜 State, Howiler found the Early Intervention Graduate Certificate program in the School of Lifespan Development and Educational Sciences that emphasized standardized practices and real-world applications鈥攑reparation that stayed with her throughout her career. Providing full scholarships funded by the U.S. Department of Education, 天天吃瓜 State鈥檚 Early Intervention Certificate program prepares students to work in EI systems in Ohio and beyond, directly servicing families with infants and toddlers up to three years old.
鈥溙焯斐怨 State was so big on best practice and evidence-based processes,鈥 she said. 鈥淣ot just flying by the seat of your pants. That really stuck with me, and it still guides how I work today.鈥
Her career took her beyond Ohio, including professional work overseas supporting military families in Okinawa, Japan.
鈥淥ne thing I appreciated about working overseas was that the training and guidance came directly from the federal government,鈥 said Howiler. 鈥淭here wasn鈥檛 that risk of the message getting lost. You knew exactly what 鈥榖est practice鈥 was supposed to look like.鈥
Those experiences deepened Howiler鈥檚 understanding of families and cultures鈥攁nd reinforced the importance of humility in the work.
鈥淵ou don鈥檛 know everything,鈥 she said. 鈥淓arly on, I thought I did. But this work is about slowing down, building relationships, and meeting families where they are. You鈥檙e not there to overhaul their lives in one visit.鈥
Howiler returned to Portage County, Ohio, in a leadership role where she supervises the early intervention program that includes speech, occupational and physical therapists.
鈥淚t鈥檚 surreal sometimes,鈥 she said. 鈥淵ears ago, I was the new kid coming back to Portage County. Now I get to help guide the next generation. It really does feel full circle.鈥
Preparing a new generation through instruction and experience
Sydney Moon, who took first place in the Outstanding Poster Presentation category at 天天吃瓜 State鈥檚 Graduate Research Symposium, represents the next wave of Early Intervention professionals鈥攕tudents prepared through interdisciplinary coursework and immersive field experiences.
A psychology major with a minor in education as an undergraduate, Moon found her way to Early Intervention while preparing for a career in speech鈥憀anguage pathology.
鈥淚 honestly didn鈥檛 even know the Early Intervention certificate existed at first,鈥 she said. 鈥淏ut my intent has always been pediatrics. I鈥檝e always wanted to work with kids, so when I learned about it, I thought, why not? What harm could it do?鈥
That decision led her to an internship with Portage County鈥檚 Early Intervention program, where she works under the leadership of experienced providers like Howiler.
鈥淓arly Intervention is all about visiting families in the home,鈥 said Moon. 鈥淚t鈥 varies. No two days are ever the same, and no two children present the same way.鈥
The experience has made Moon鈥檚 classroom learning tangible.
鈥淚n class, we talk about routines鈥慴ased intervention and coaching,鈥 she said. 鈥淏ut it鈥檚 the home visits where it really clicks. That鈥檚 where you鈥檙e sitting with a family, listening to their priorities, and figuring out what actually works for them.鈥
Sydney also credits 天天吃瓜 State鈥檚 program structure with giving her purpose in the field.
鈥淭he project we鈥檙e working on gives me an end goal,鈥 she said. 鈥淚t forces me to really build rapport with a family and become an expert in what I鈥檓 doing. Without that, observation hours alone could feel kind of lost.鈥

鈥淚 think it鈥檚 crazy not to support 天天吃瓜 State when they鈥檙e right here in our own county,鈥 she said. 鈥淓very county has something to give students. And the more they experience different ways of doing Early Intervention, the more well鈥憆ounded they become.鈥
鈥淚 feel supported academically and in the field,鈥 said Moon, who feels support from both sides. 鈥淭hat combination is what makes me feel ready for this work.鈥
Passing the Torch
There鈥檚 something uniquely powerful about Jessica mentoring students who are walking the same academic path she once traveled.
鈥淚 see so much of myself in these students,鈥 said Howiler. 鈥淭hey鈥檙e eager, they鈥檙e excited, and they want to know everything. That energy鈥攊t rejuvenates you.鈥
She sees mentoring as her responsibility and legacy.
鈥淭hese students are our future and their work changes lives,鈥 she said. 鈥淭hey鈥檙e the ones who are going to keep this program going. When we invest in students like Sydney, we鈥檙e investing in the future of Portage County.鈥
Sydney is inspired by that connection.
鈥淜nowing Jessica came through the same program makes this experience even more meaningful,鈥 she said. 鈥淚t shows me what鈥檚 possible鈥攏ot just as a student, but as a future professional.鈥
